Federal transmission-strengthening programme with Siemens as technology/EPC partner. Independently confirmed as delivered: 10 mobile substations delivered (7 installed) and 10 transformers connected to the grid, adding an estimated ~984MW of wheeling capacity. Two of five further substations under construction (Abeokuta, Ayede, Onitsha specifically named) are targeted for completion by December 2026 — forecast. The programme's own restated 25,000MW target is treated with explicit skepticism, never as achieved or imminent.

Publicly restated/"revived" multiple times, most recently a November 2025 presidential fast-track statement. Represented as one programme record, not fragmented into individual substation/transformer installations. The programme's own repeatedly restated 25,000MW capacity target is explicitly NOT treated as an achieved or near-term figure.
