First UK SMR programme with a confirmed site (Wylfa) and a real financing instrument. Reserved-energy-consenting ground in Wales (Planning Act 2008 applies to UK energy projects above 350MW even though most other planning/environmental functions are devolved).
Financing
Up to £599m National Wealth Fund loan facility — financing is to Rolls-Royce SMR Limited itself (the technology company), not project-level debt. This distinction (corporate/technology-company financing vs. project financing) is deliberate: the April 2026 contract is a technology-design and site-specific-design agreement, not yet FID. Genuinely distinct delivery model from Hinkley Point C's CfD or Sizewell C's RAB approach.
