Environmental Management and Co-ordination Act
EMCA is Kenya's overarching environmental framework statute. It establishes environmental institutions and principles, environmental impact assessment and audit architecture, standards and enforcement tools, while coexisting with sector-specific environmental mandates.

What This Instrument Does
It creates the national coordination and regulatory framework for environmental management, provides the statutory basis for EIA licensing and environmental audit, enables standards and subsidiary regulation, and supplies compliance, restoration and enforcement mechanisms. Why It Matters
Environmental approval and continuing compliance can affect site selection, design, financing conditions, construction programme and operations. Lenders and sponsors need to distinguish the initial approval from continuing permit conditions, audits, standards and enforcement exposure.
