Environment Law
The Environment Law establishes Saudi Arabia's framework for environmental protection, licensing, compliance, monitoring, restoration and enforcement. It allocates functions among the Ministry and specialized environmental centres and authorizes subject-specific executive regulations. It is a framework instrument. Project-level EIA, classification and permit procedures are developed in the separate Full V2 environmental-permits regulation.

What This Instrument Does
The Law sets general environmental duties and prohibitions, creates permitting and assessment authority, regulates environmental harm and emergencies, supports monitoring/inspection and imposes corrective, compensatory and penal consequences. It also provides legal authority for detailed regulations across environmental media and activities.
Why It Matters
Physical infrastructure can affect air, water, soil, biodiversity and communities throughout construction and operation. The Law determines the overarching approval and compliance environment, while project agreements and financing documents must allocate responsibility for obtaining permits and remedying harm.
