Identifies the activities that trigger a Basic Assessment environmental authorisation process under NEMA, and identifies the competent authority for each listed activity — the general national basic-assessment trigger list (as distinct from Listing Notice 3's geographically-confined triggers). Usually the first practical filter for whether a proposed development requires environmental authorisation before construction, setting the statutory 107-day clock for the Basic Assessment process.
