What This Instrument Does
An activity list keyed to sections 24(2) and 24D of NEMA; where a listed activity applies, the Scoping and EIA process prescribed by the EIA Regulations must be followed rather than the Basic Assessment process — the list, not the Regulations, determines which process-track applies. Instrument boundary: not an independent environmental statute, does not prescribe the S&EIR methodology itself, and does not apply to activities properly falling under Listing Notice 1 or 3.
