Dubai Law No. 22 of 2015 (Public-Private Partnerships Law)

Dubai's PPP framework law. Article 4 explicitly excludes electricity and water projects from its scope — those are instead governed by Dubai Law No. 6 of 2011 and Law No. 6 of 1997, a materially important, deliberately preserved legal-drafting distinction (directly relevant to DEWA-procured transactions such as MBR Solar Park Phases 6 and 7, which therefore sit outside this law's own coverage).
