Law No. 11 of 2020 Concerning Railways
Qatar's Railways Law establishes the statutory framework for railway infrastructure and operations, including licences, infrastructure and operational safety certification, operator duties, protection of railway assets, regulatory supervision and enforcement.

What This Instrument Does
It brings construction/management of railway infrastructure and provision of railway transport services within a sector-specific authorization and safety system. It allocates powers to the Ministry and duties to infrastructure managers, operators and service providers.
Why It Matters
Railway projects combine public assets, civil works, systems, rolling stock and long-term operations. The Law determines regulatory permissions and safety accountability that cannot be replaced by EPC completion, concession rights or contractual operating standards.
