What This Instrument Does
The Civil Aviation Law establishes Qatar’s statutory framework for civil aviation and the authority to regulate aircraft, air navigation, aerodromes, operators, aviation safety and security, incidents and enforcement. It provides the legislative basis on which binding Qatar Civil Aviation Regulations may supply detailed technical requirements. The Law operates at enabling and framework level. Operational manuals, aeronautical information, licence forms and international standards do not become Qatar legislation merely because aviation actors use them; their domestic legal effect must be identified.
