Qatar's foundational building-control framework — regulating covered building, alteration and demolition works through municipal permission, design/submission requirements, supervision and inspection powers, technical requirements, and mechanisms for preventing, stopping or remedying non-compliant works.     Authority confirmation or completion-related controls before use/occupation where provided. This must not be equated automatically with contractual taking-over.

  • Violations and responsible persons

    Attribution of responsibility for unauthorised or non-compliant works among relevant actors under the statute.

  • Removal, correction and remediation

    Authority to require correction, removal or other treatment of violating works and allocate consequences.

  • Penalties and enforcement

    Administrative or penal consequences, stated without brittle historic amounts.

  • Delegation to technical rules

    Legal basis for architectural conditions and technical specifications, including MD 7/1989 within the verified family.

When You Would Use This

Developing a new facility

Sequence title/site rights, planning interfaces, design submissions and building permission before construction.

Closing project financing

Verify permit status, conditions, approved plans and remaining authority actions as distinct conditions precedent.

Starting EPC works

Align contractual notice to proceed with legal permission; contractor mobilisation does not cure missing authority.

Changing the design

Determine whether the variation departs from approved plans and requires revised permission before execution.

Supervising construction

Coordinate statutory and contractual inspections without treating employer approval as municipal approval.

Completing and occupying a building

Map authority completion/use controls separately from EPC taking-over, testing and defects obligations.

Acquiring an existing asset

Diligence permits, approved drawings, additions, violations, remedial orders and use status.

Responding to a stop-work order

Identify the statutory basis, responsible actors, corrective route and programme/contract consequences.

Demolishing or materially altering premises

Confirm the required municipal permission and safety controls before works begin.
