Law No. 9 of 2019 on the Land Transport of Hazardous Materials
The Law creates a specialist licensing and safety regime for transporting hazardous materials by land. It governs participants, vehicles, packaging and documentation, route and handling controls, emergency response, inspection and enforcement, separately from ordinary road-transport licensing.

What This Instrument Does
It prohibits covered hazardous-material transport without the required licence and supports classification, containment, vehicle, driver, documentation, safety and incident controls. Technical detail is developed in later implementing and competency instruments outside this batch.
Why It Matters
Energy, water, industrial and construction projects regularly move fuel, chemicals, gases, explosives or waste. Misclassification can invalidate the logistics plan and create safety, environmental, schedule and enforcement exposure across consignor, carrier and recipient interfaces.
