Executive Regulations for Environmental Permits for the Establishment and Operation of Activities
The Regulations provide the operative environmental-permitting framework for establishing and operating activities. They classify activities by environmental impact, prescribe assessment and permit requirements, and regulate application, conditions, renewal, modification, closure and compliance. They are the project-facing implementation layer of the Environment Law and independently warrant Full V2 treatment. The record must use the current amended Arabic text and must not be confused with a consultation draft for a separately titled EIA regulation.

What This Instrument Does
The Regulations translate environmental risk into permit categories and evidence requirements. They determine when an activity needs construction and operating permits, the assessment/study level expected, use of qualified service providers, regulator review, permit conditions and consequences of modification or non-compliance.
Why It Matters
For developers and lenders, environmental approval is a schedule, design and conditions-precedent issue. Classification can determine whether a project requires a more extensive impact study and ongoing controls. Starting works without the appropriate permit can expose the project to delay, enforcement and redesign.
