Law & Regulation
Build-Operate-Transfer Law
Türkiye's general-purpose build-operate-transfer statute, used for major motorway, bridge, tunnel, airport and port concessions.
Legal Significance
What This Instrument Does
Allows public administrations to have infrastructure built, financed and operated by private companies for a fixed term under the build-operate-transfer model, after which the asset reverts to the state.
Why It Matters
It is the legal basis for many of Türkiye's landmark transport PPPs; Türkiye has no single omnibus PPP law, and BOT under this statute is one of several distinct PPP models.
