Türkiye

Europe

Türkiye delivers infrastructure through a mature but fragmented set of public-private models rather than a single PPP law: build-operate-transfer concessions (Law 3996) for motorways, bridges, tunnels and airports; build-own-operate for power (Law 4283); build-lease-transfer city hospitals (Law 6428); and transfer-of-operating-rights privatisations (Law 4046), backed by Treasury debt-assumption commitments. Landmark concessions include Istanbul, Antalya and Sabiha Gökçen airports, the Yavuz Sultan Selim, Osman Gazi and 1915 Çanakkale bridges, the Eurasia Tunnel, the Mersin and İskenderun ports, and a national city-hospital programme anchored by Başakşehir Çam and Sakura, Bilkent and Etlik. Energy activity spans YEKA renewable tenders, the Rosatom-built Akkuyu nuclear plant nearing first-unit start-up, the TANAP and TurkStream gas corridors and World Bank-backed TEİAŞ grid upgrades, while DSİ is modernising irrigation with World Bank and AIIB finance. The live pipeline is led by high-speed rail extensions (Halkalı–Kapıkule, Ankara–İzmir, Yerköy–Kayseri, Bandırma–Bursa–Osmaneli) and a September 2026 decision to transfer 30-year operating rights over Istanbul's two Bosphorus bridges and multiple motorways.
