Law on Health-Sector Public-Private Partnerships (City Hospitals)
Sector-specific PPP statute under which the Ministry of Health procures Türkiye's city-hospital programme on a build-lease-transfer basis.
Legal Significance
What This Instrument Does
Authorises the Ministry of Health to have health facilities built or renovated and services provided by private parties under a public-private partnership model, in return for long-term payments.
Why It Matters
It is the legal foundation of the national city-hospital PPP programme; it also added the Treasury debt-assumption mechanism (Article 8/A) to Law 4749.
